There seems to be a lot of talk going on in regards to our entrances and the common areas.

My understanding is that according to the CVR Master Association declarations the subdivisions in CVR are divided into filings and each filing forms a delegate district and is allowed one delegate to the Master Association regardless of whether we have a subassociation or not. I have attached the Bylaws for reference.

Antelope Ridge and Painters Ridge make up "Filing 1" but I do not know what filing our community is. These two communities are holding a meeting tomorrow night (6/24) to elect their delegate to the board.

Does anyone have any more information on this? Which filing are we? When I look at our closing paperwork I believe it says we are filing # 3. I also believe when looking at Castle Rock's website that the DR Horton homes are filing #2. The Centex homes at the back of the loop are filing 5A. I think we just need to make sure that our filing doesn't include anyone else but our community then we should be able to elect a delegate.

I am concerned about the entrance to our neighborhood (the sign) the medians in the street (overrun with weeds) and some dying trees around our community to name a few and I feel getting our community a delegate to the board would benefit us tremendously.

The Opal Ridge community is within Filing # 3 and there fore in District # 3 of Crystal Valley Ranch Development. Eventually that district

Will include additional developments.

As to the formation and activation of the districts the initial action of the delegates will be the election on one member to the Board of Directors of Crystal Valley Ranch Owners Association when the Association has passed the 25% build out threshold. The build out is 3350 total units X 25% = 838 homes sold. At the present time there are 430 homes sold so achieving that threshold is probably several years down the road.

The homeowners within Opal ridge can have a district meeting and elect a delegate but there is nothing for the delegate to do in the interim.

I tried to convey that message to the residents in Filing # 1 which is completely built out but they wanted to move forward.

When the 4th of July celebration came we were excited to invite several families over to our house. I kept waiting for a maintenance crew to come in and do something! We noticed that DR Horton looked nice etc! It was embarrasing to have to "HOP" over weeds down Loop Rd just to go to the park. Thank you to all that have put an effort into this website and the phone calls to get the ball rolling. I know we appreciate it and look forward to a nicer area!

The comments from John O'Conner are not completely correct. I am the one that forced him to establish the districts and the delegates first action is not to elect a board member. CVR is in violation and has been for some time of its own CCR's. The CVR HOA is under the misguided belief that as long as less than 25% of the homes are not sold they can operate without our input. That is not true according to the CCR's and Bylaws. I would love to fully explain the rules and regs of our association to as many of your homeowners as possible. Hello I would hust like to say that I believe that is not right that my husband had to pull all the weeds in the front of the entrance ajacent to our home. My husband did a great job and it looks clean now but my husband doesn't get paid for this we pay the hoa. So I believe we as a community should do something.
